Mike Burke

Board of Managers

Mike Burke, Board of Managers Mr. Burke spent 32 years at the Department of Defense, where for the last ten years he served as a weapons systems acquisition specialist for the Under Secretary of Defense for Acquisition, Technology, and Logistics. Prior to this he worked for the Department of Defense Comptroller where was responsible for implementing a SAP Enterprise Resource Planning system for the military services to use to account for and value military equipment for the Department’s financial statements. He led a multi-agency team for the United States Chief Financial Officers Council that provided financial system consulting services to federal agencies, the Office of Management and Budget, and the Joint Financial Management Improvement Program. His experience also includes planning and implementing reforms to the financing of base operations and real property maintenance.

He is a graduate of the University of Virginia (BA), the L.B.J. School of Public Affairs at the University of Texas (MPA), and the Industrial College of the Armed Forces (MS National Resource Strategy).

Michele Craddock

Board of Managers

Michele Craddock, Board of Managers Ms. Craddock is a trial lawyer and business owner with more than 15 years of experience. She advises clients on shareholder, member, and partnership matters. She advises boards of directors, shareholders, members, managers, and partners on governance issues, fiduciary duties, ownership disputes, and ownership buy-outs. She also represents institutional trustees and advises them on their fiduciary duties and management of trust property, including companies which they control, royalty interests, real property, and other business assets. Ms. Craddock regularly oversees investigations relating to corporate governance compliance issues, potential malfeasance by officers and directors, and corporate fraud. Ms. Craddock litigates in Federal and state court in various types of complex commercial disputes, including shareholder derivative and dissolution actions, breach of contract actions, real estate disputes, royalty disputes, business fraud and conspiracy, professional liability, and other business-related matters.

Ms. Craddock received a B.S. in Biology from Virginia Commonwealth University and J.D. from the University of Richmond School of Law, cum laude. Ms. Craddock is listed among The Best Lawyers in America® in Commercial Litigation, U.S. News & World Report and Best Lawyers, 2015 – 2018.

Matthew Troy

Senior Vice President

Matthew Troy, Senior Vice President Mr. Troy is a Senior Vice President at Craddock Local Solutions, LLC. With more than 13 years of public and private sector real estate experience, he leads the team’s efforts to support federal and local agencies in all aspects of economic and real estate development, including: feasibility analysis, planning and design, solicitation strategy development, underwriting, and transaction support.

Prior to his role at Craddock Local Solutions, LLC, Mr. Troy was a Senior Vice President at the Carr Companies in Washington, DC. At the Carr Companies, he was responsible for running acquisition efforts, targeting ground-up development and strategic-value-add renovation opportunities with a primary focus in the Mid-Atlantic region. Mr. Troy also led a portion of the recapitalization efforts of existing assets in the Carr Companies’ $700 million portfolio, along with retail leasing efforts for the firm’s hotel assets.

Mr. Troy also spent more than six years at the Office of the Deputy Mayor for Planning and Economic Development (DMPED) in Washington, DC, eventually managing the entirety of the city’s real estate disposition and economic development efforts as the Director of Real Estate. During Mr. Troy’s tenure, DMPED was the second-largest economic development agency in the country with a portfolio of approximately $13 billion in active development projects. Mr. Troy led a team of more than 20 individuals comprised of project directors, project managers, attorneys, and support staff to manage DMPED’s real estate and economic development goals during one of the most active public-private development periods in the city’s history.

Mr. Troy started his real estate career at Jones Lang LaSalle where he performed or supported project management activities for federal and local governmental agencies, including: the U.S. Department of Veterans Affairs, Army, Army Corps of Engineers, Federal Highways Administration, Government of the District of Columbia, Port Authority of New York and New Jersey, and the New York Metropolitan Transit Authority. This included managing the developer selection process on behalf of the New York Metropolitan Transit Authority for the redevelopment of New York City’s Hudson Rail Yards and providing feasibility analysis and underwriting support for the Port Authority of New York and New Jersey for the redevelopment of the World Trade Center site in Manhattan.

Mr. Troy has a B.S.B.A with a concentration in Finance from the University of Richmond. He has participated in speaking engagements as a panel member for the World Bank, Commercial Real Estate Women (CREW) DC, the Urban Land Institute (ULI) and the District of Columbia Building Industry Association (DCBIA).

Anna Shapiro

Senior Vice President

Anna Shapiro, Senior Vice President Ms. Shapiro is a Senior Vice President at Craddock Local Solutions, LLC, where she leads teams supporting public and institutional clients in real estate, capital planning, affordable housing, and design and structuring of public-private partnerships.

Before joining Craddock Local Solutions, Ms. Shapiro managed major infrastructure, redevelopment, and affordable housing projects for the District of Columbia Government within three agencies: the Office of Public Private Partnerships (OP3); the Office of the Deputy Mayor for Planning and Economic Development (DMPED); and the Department of Housing and Community Development (DCHD). Her work involved: planning and real estate strategy; structuring of various public private partnership models; affordable housing; design management, review and implementation; capital planning; procurement structuring and execution; community engagement; and organizational and legislative strategy.

At OP3, Ms. Shapiro engaged six District agencies in the procurement process for a renovated police headquarters, utilizing international best practices for P3 social infrastructure procurements. During her tenure at DMPED, she managed a portfolio of projects at various stages of development, from pre-planning, thorough public engagement, to procurement, negotiation and construction. Projects included the development of the District’s first library and fire stations constructed as part of a mixed-use project. At DHCD, Ms. Shapiro was instrumental in creating the framework for the administration of the Inclusionary Zoning Program and other affordable housing created through public-private partnerships. Prior to entering the public sector, Ms. Shapiro worked for an affordable housing development consultant, as well as boutique design and construction firms.

Ms. Shapiro is a graduate of the City and Regional Planning Program at the University of Pennsylvania (MCP) and of Washington University in St. Louis (BA).

Irina Razgonova

Vice President

Irina Razgonova, Vice PresidentMs. Razgonova is a Vice President at Craddock Local Solutions, LLC. She has more than seven years of residential real estate acquisition and finance experience in both the public and private sectors. She offers extensive experience with real estate development, specifically in: budgeting for new developments, including construction costs; lease-up and stabilized staffing plans; unit absorption schedules and income assumptions; creating value-add investment models; and coordinating due diligence, performing market and financial analyses, and assessing valuations.

She provides decision makers with financial and strategic advisory services as well as assistance in solicitation and developer selection, developer negotiations, and transaction execution. She has worked closely with multi-family developers and investors, helping them better understand specific markets for potential acquisition opportunities, estimating rents for new and value-add assets, and providing development and operating underwriting services.

Ms. Razgonova earned a Master’s degree in Accounting and Financial Management and a Bachelor of Science degree in Business Management, both from the University of Maryland. She is participating in a ULI Mentorship program and is a member of CREW (Commercial Real Estate for Women).
